I am building an environment to learn scraping with python.
Immediately, I stumbled on an error.
I should have installed selenium, but I get a message that it doesn't exist.
Could anyone please help me?

Install selenium and urllib3 locally (because pip cannot be installed due to proxy restrictions)

What I tried

Adding the directory to the path of the user's environment variable does not fix the location of chromedriver.exe.
