The problem is that it's a common story that Package Manager can't be started because the contents of manifest.json that contains Package Manager settings are incorrect. If this problem occurs in the project you use all the time, create a new project and start from there. I bring manifest.json and overwrite it, but

Failed to resolve packages: The file
    [C: \ Program Files \ Unity \ Hub \ Editor \ manifest.json]
    cannot be found.No Packages loaded.

    I'm curious about this. "C: \ Program Files \" instead of "C: \ Program Files \"
    [C: \ Program Files \ Unity \ Hub \ Editor \ manifest.json] ← It is strange that manifest.json is in such a place.

For the time being, try creating a new project, see if you can start the Package Manager from there, and if you can start it, bring manifest.json from the new project, restore it to the initial state, and reinsert the package you put in so far. Would be good.
