I want to do an internal test in Google Play Console, but I can't install the app from the opt-in URL.

When I access the opt-in URL, I get this message.

Supplementary information

One day has passed since I applied for the internal test.

Please let me know if there is a setting that is often overlooked or a way to see the required settings in a list.

The format of the app is APK, not aab.
