In userSetup.py,
// ------------------------
import maya.cmds as cmds
import pythonTool
reload (pythonTool)
// ------------------------
But when Maya started, the python Tool window did not open.

Maya itself → userSetup.py → GUI construction → userSetup.mel seems to work in this order, and I was convinced that there is no reason to open a window even though the GUI has not been built. It is described on various sites that executeDeferred should be used to solve it.
// ------------------------
import maya.cmds as cmds
import maya.utils
maya.utils.executeDeferred (pythonTool)
// ------------------------
I typed in, but the window did not open as before.

In userSetup.mel,
// ------------------------
python "import pythonTool";
// ------------------------
If i write, it will behave as you expected, but I would like to complete it with just py.
How should I write it in userSetup.py?

The save location of userSetup.py is as follows. Nothing is mentioned in Maya.env.
C: \ Users \ username \ Documents \ maya \ 2016 \ ja_JP \ scripts
